When I look into your Input Table, I notice that WT 9B40 is listed under ESG 3, while PCR >9BT is set-up to process ESG *.
Try copying ESG * WT 9B30 into ESG 3 WT 9B30.
Run a Payroll Simulation for that same employee, with the "Display log" box checked, and drill down until you find PCR >9BT to see the processing.
