Here is what I had to do. There was a & in my password.
1) Delete all the SUM Work
2) Delete Shadow instance
3) Delete SUM directory
4) Uninstall old Java instance w/ SWPM (exported prior so I could recover without external assistance)
5) Restore Java instance
6) Confirm the login to MSSQL
7) Change Configtool pool password in secstore
8) Restart Java instance
9) Restart SUM
