If I understood correctly, the last two columns after expension will always be Target and Achievement.

In that case just try this

In cell D7 entere the formula "=B7+C7"
In cell E7 entere the formula "=C7-B7"
In cell C18 entere the formula "=EVRNG(D7:E7)"
